In order to provide Council, committees, residents, businesses, and staff with a clear understanding of the development capacity of the township for future residential development, the township is analyzing a number of variables including land use, sanitary sewer, water, electricity, traffic, transit, recreation and parks, tree canopy, and emergency services that may constrain potential future residential development both temporarily and spatially. Identifying these constraints will help Council in its decision-making processes and will help guide the spatial distribution of residential land uses in the new Official Community Plan. The pump station will be upgraded in late 2025-early 2026. Planned improvements include upgraded pumps, access hatches, controllers, and a backup generator.
The Township will be installing a new generator pad in the boulevard area near 308 Uganda Ave in fall 2025. This new generator will provide essential backup power to ensure the pump station can continue operating during power outages. Currently, the station has no backup system, which poses a risk of service interruptions or potential sewer overflows during an outage.
The generator itself may not be installed until 2026 due to budget constraints; however, the pad and electrical connections are being installed now to allow for a smooth installation once the equipment is procured.
To complete this work, one existing tree in the boulevard will need to be removed. Unfortunately, there is no suitable space nearby to replant a replacement tree, but the Township will plant a new tree elsewhere in Esquimalt.
New work is taking place on Esquimalt Road and nearby roadways:
- New curb, gutter, sidewalk and ramps at various intersections to improve accessibility and safety
- New continuous sidewalk and driveway style access across Macaulay Street at Esquimalt Road
- New protected uni-directional bike lanes from Lampson Street to Dominion Road
- Removal of on-street parking between Lampson Street to Dominion Road
- New Rectangular Rapid Flashing Beacon (RRFB) multi-use crosswalks at Macaulay Street, 848 Esquimalt and at Dunsmuir Road
- Traffic signal upgrades at Lampson Street and Head Street including new signal timing at Lampson Street and Esquimalt Road
- New protected bi-directional bike lane connector on Esquimalt Road from Dunsmuir to Dominion Road
- Lighting upgrades at select intersections
The Esquimalt Public Dock Analysis survey closed in 2025. The project is now in the costing phase where staff are looking at design options and the associated budgets.
The Esquimalt Public Safety Building is slated to be complete in Q1 2027.
The Police Service Model Transition project is in progress.

Project background
Community volunteers have dedicated over 10 years planning, supporting, and fundraising for the creation of an all-weather community artificial turf field at Esquimalt High. The group known as the Esquimalt Turf-Field Collective (ETC) includes representatives from Songhees Nation, School District #61 (SD 61), Ribfest, Esquimalt High Alumni, Gorge Soccer, James Bay Athletic Association Rugby (JBAA Rugby) and the Township of Esquimalt (TOE).
Staff received direction from Council on June 5, 2023 to further develop a project to deliver a community artificial turf field with lighting located at Esquimalt High School that will be owned by SD61 and operated by the Township of Esquimalt. Staff have continued to work with SD61 on this project by developing a business case, asset management plan and a draft joint use agreement.
2025 update
An opportunity to source capital funding for this project is available through the Union of BC Municipalities (UBCM) Strategic Priorities Fund (SPF). At the July 14, 2025 meeting, council endorsed the submission of an application for the fund. The application is currently in progress with results to be announced in late December
Timeline
Should the grant be awarded, the project start date is estimated to be approximately April 1, 2026. Construction would begin in fall 2026 and completion is expected in the fall 2027.
The Arena Slab Replacement Project is a necessary replacement as the current arena slab has passed its life expectancy. This incluces replacement of the arena floor (slab) including refrigeration lines, and arena
boards system. The news slab will allow the Township to reduce its GHG arena emissions with new heat recovery systems.
July update:
There is a delay in construction due to outdated floor plans. The construction drawings were from the 1980’s and had incomplete structural information, the details of which were not possible to know until demolition began on the old slab. The project schedule was based on the information available at the time and we have since had to extend construction to accommodate the extra work with estimated completion in November.
This summer, the township is adding 385 metres of new sidewalk to Kinver Street, Heald Avenue and Swinford Street. This completes the connection between Lyall Street and Munro Street and provides an additional pedestrian-friendly route in Esquimalt connecting Bullen Park to Fleming Beach. The project is scheduled to finish in September 2026.
