Council Procedure Bylaw Amendment - Website Notice

In accordance with Section 124 of the Community Charter, public notice is hereby given that at the regular Council meeting scheduled to be held on Monday, October 6, 2025, at 7:00 p.m. in Council Chambers, Esquimalt Municipal Hall, 1229 Esquimalt Road, the Council of the Township of Esquimalt will consider amending Council Procedure Bylaw, 2022, No. 3081. 

The purpose of the amendments are as follows:

  • To include provisions for amending the Council and Committee of the Whole schedule of meetings during a by-election.

  • To allow for electronic meeting attendance to be counted as quorum.

  • To include additional provisions for the cancellation of meetings under specific circumstances.

  • To clarify when public input can be received on certain land use applications in compliance with the applicable legislation.

  • To align with policy changes made to recruitment timelines for Advisory Committee and Commissions.

  • To revise procedures around providing the annual schedule of advisory body meetings to members.

  • To include provisions for extending advisory body meetings past the allocated adjournment times that align with Council meeting provisions.

  • To remove redundant provisions for appealing decisions found in other statutes or bylaws.

  • To include other minor administrative updates.

Council Procedure Bylaw, 2022, No. 3081, Amendment Bylaw, 2025, No. 3170 is available for public inspection on the Township’s website at https://www.esquimalt.ca/community-events/news; or copies are available at the Administration counter at the Municipal Hall, 1229 Esquimalt Road. 

Members of the public may provide comments for Council’s consideration by:

  1. Submitting written comments by 12:00 p.m. on October 6, 2025. All correspondence submitted will form part of the public record and may be published in a meeting agenda. Comments may be submitted by:

    • Emailing comments to council@esquimalt.ca

    • Mailing comments to 1229 Esquimalt Road, Esquimalt, BC, V9A 3P1

    • Delivering comments to the drop box by the main entrance to Municipal Hall, 1229 Esquimalt Road.

  2. Speaking to the bylaw in person at the meeting during Public Input.

  3. Registering to speak during the meeting via telephone by contacting Corporate Services at 250-414-7177 prior to 4:30 p.m. on October 6, 2025.
